Can You Change Medicare Supplement Plans in 2027? Rules, Timing and State Rights

Reviewed by Russell Noga, Licensed Medicare Insurance Broker (all 50 states) — Last updated October 27, 2026

Yes, you can change Medicare Supplement plans at any time of year, but outside your open enrollment period or a guaranteed issue right, most states let the new company ask health questions and turn you down. A few states give you a yearly or year-round right to switch without that health review.

There is no single season for changing a Medicare Supplement plan. The fall Annual Enrollment Period is for Medicare Advantage and Part D, not for Medicare Supplement. You can apply for a new plan in any month. The real question is whether the new company has to accept you.

That depends on your health, your state and whether you have a special right to switch. This guide covers each piece in plain terms, then shows how to switch without a gap in coverage. If you are new to Medicare, start with our guide to the Medigap open enrollment period, the best time to buy.

Can You Change Medicare Supplement Plans Any Time?

Can you change Medicare Supplement plans: protected windows versus medical underwriting in 2027

Yes. You can apply to a new company, or for a new plan letter with your current company, any day of the year. There is no waiting for a special window just to apply.

During your open enrollment period. In the 6 months starting the month you are 65 or older and enrolled in Part B, companies must sell you any plan they offer, at their best rate, with no health questions.

With a guaranteed issue right. Certain events, like losing other coverage, give you a short window where the company cannot turn you down.

At all other times. In most states the company can ask about your health, charge more, or decline your application. This is called medical underwriting.

So the answer to whether you can change Medicare Supplement plans is always yes for applying. Whether you get approved is the part that changes with timing and health.

Guaranteed Issue Rights and Pre-Existing Conditions

Federal law gives you guaranteed issue rights in specific situations. With one of these rights, a company must sell you certain plans, cover pre-existing conditions and cannot charge more because of your health.

Situation What it means for you
Your Medicare Advantage plan leaves your area or you move out of it You can buy certain Medicare Supplement plans with no health questions.
You tried Medicare Advantage for the first time Within the first 12 months you may be able to return to a Medicare Supplement plan without underwriting.
Your employer or union coverage that pays after Medicare ends You get a window to buy certain plans with no health review.
Your Medicare Supplement company goes bankrupt or misled you You can switch to certain plans without underwriting.

Federal guaranteed issue rights are set by Medicare. Which plan letters you can buy depends on the situation and when you became eligible for Medicare. Windows are usually 63 days.

Pre-existing conditions: If you have had your current Medicare Supplement plan for at least 6 months, a new plan generally cannot make you wait for coverage of a pre-existing condition. If it has been less than 6 months, the new plan may make you wait for the months you have left.

Birthday Rule, Anniversary Rule and Year-Round States

Some states give you a yearly window to switch without health questions. Most of these are tied to your birthday. You usually must move to a plan with the same or fewer benefits.

State Window Main limits
California 60 days starting on your birthday Same or fewer benefits; any company
Idaho 63 days starting on your birthday Same or fewer benefits; any company
Illinois 45 days starting on your birthday Ages 65 to 75; same company or its affiliate
Kentucky 60 days starting on your birthday Same plan letter; can change company
Louisiana Window around your birthday Same or fewer benefits; same company or affiliate
Maryland About 30 days starting on your birthday Same or fewer benefits
Nevada 60 days from the first day of your birth month Same or fewer benefits; any company
Oklahoma 60 days starting on your birthday Same or fewer benefits
Oregon Window around your birthday Same or fewer benefits; any company
Utah 60-day yearly window Same or fewer benefits; current company only
Virginia Window starting on your birthday Same plan letter; can change company
Wyoming 63 days starting on your birthday Same or fewer benefits
Missouri (anniversary) 30 days before to 30 days after your policy anniversary Same plan letter; can change company

Based on the NAIC state switching chart (May 2026) and state summaries. Delaware and Indiana added yearly rules in 2026, West Virginia added one in mid-2026 and New Mexico’s starts January 1, 2027. Rules change; confirm with your state insurance department before you drop any coverage.

New York and Connecticut. Companies must sell Medicare Supplement plans to people 65 and older all year, with no health questions.

Massachusetts. Plans are sold under year-round open enrollment with community rating.

Maine and Washington. Both let many current policyholders switch during the year without a health review, with limits on which plans you can move between.

How to Switch Medicare Supplement Plans Without a Gap

Steps to change Medicare Supplement plans without a gap in coverage
1

Compare rates first. Get quotes for the same plan letter, or a lower one, from several companies in your ZIP code.

2

Apply while your old plan is active. Never cancel your current plan before the new one approves you in writing.

3

Answer health questions honestly. If you are not in a protected window, the company will review your answers and medical records.

4

Pick a start date. Ask for the new plan to start on the first of a month and keep paying your old plan until then.

5

Cancel the old plan in writing. Once the new plan is active, contact your old company to end coverage. Canceling is not automatic.

Broker tip: Line up the start date of the new plan with the end of the old one. A single day without coverage can cost you guaranteed rights in some states.

When Switching Makes Sense

Your premium jumped. Another company may sell the same plan letter for less. Our page on Plan G rate increases explains why rates rise.

You are paying for more than you use. Moving from Plan G to Plan N can lower your premium if you are healthy and rarely see doctors.

You want a company with better service. Same plan letter, same benefits, but claims and customer service can differ.

You can use a birthday rule. In those states you can shop each year with no risk of a health denial.

Switching rarely makes sense if you are in poor health and live in a state without special rights. You could be declined or end up paying more. Use our Medicare Supplement plans comparison chart to check what each plan letter covers before you move.

The 30-Day Free Look Period

When you buy a new Medicare Supplement plan to replace an old one, you get 30 days to decide whether to keep it. This is called the free look period.

Keep both plans for one month. You will pay both premiums during that month, but you have a safety net if the new plan is not right.

Cancel the new plan if needed. If you change your mind during the free look, you can return the new plan and keep your old one.

Then drop the old plan. Once you are sure, cancel the old plan in writing so you do not keep paying.

Good to know: If you do not like a Medicare Advantage switch, that is a different set of rules. See our Medicare Supplement vs Medicare Advantage guide.

Bottom Line

You can change Medicare Supplement plans any time of year, but in most states the new company can review your health outside open enrollment or a guaranteed issue right. Check whether your state has a birthday, anniversary or year-round rule, compare rates, and never cancel your old plan until the new one is approved and active.
